I am in Chiba, Japan, for the fourth Ministerial Meeting of the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development. The two-day meeting begins tomorrow, with a keynote presentation by Tony Blair, the former Prime Minister of the United Kingdom.
